A low carbon strategy for Scotland: The Sullivan Report

Report of the panel appointed to advise on developing a low carbon building standards strategy.


Chaired by Lynne Sullivan, the report provides recommendations on how the building standards system can be improved to combat climate change in the following areas:

  • eventual and staged standards for new and exisiting buildings
  • performance in practice
  • raising standards
  • existing non-domestic buildings
  • exisiting domestic buildings
  • low carbon equipment
  • process
  • compliance
  • energy performance of buildings directive
  • costings

In recognition of the impact of the economic downturn, and in support of ongoing and future work, Ministers aske the panel to reconvene in May 2013 to revisit some of the original recommendations.
